Research On Application Of Partnering In Power Grid Construction Project

The twelfth five-year-plan outline for national economic and social development of the People's Republic of China was issued in March 23,2011,in which clearly brings forward that we should speed up the construction of modern grid system,make further efforts to improve the scale of power transmission from west to east,improve the regional backbone grid,and develop the advanced ultra-high voltage,high capacity,high efficient and long distance technology of power transmission.In the next five years,it is estimated that our country will complete the ultra-high AC backbone grid of "Three Longitudinal Transmission Lines and Three Horizontal Transmission Lines" and eleven projects of ultra-high DC transmission line with the total investment will be 500 billion RMB which will promotes the power grid construction project to launch in all around aspects.The selection for management method in construction project of power grid will have an important influence on obtaining the good benefit in future project.As the increasing investment for construction project of power grid in future,it will become increasingly important to choose the suitable project management method of power grid.In the middle 1980s,United States first proposed and successfully made use of a new type of project management method-partnering which gained the better results by executing it during the process of practical project management in western countries for the last twenty years and more.Therefore,we can enrich and improve the management theory and method in construction project of power grid in China by in-depth study of the partnering method.Through the actual study in construction project of power grid and comparatively analyzing the management method and management process between cooperation management method and the management method in construction project of power grid,the thesis explains the basic theory of partnering and proposes the whole set of partnering method including idea,model,mechanism,working process,working content and implementation programme etc.which is suitable for the actual needs of market environment and project management in the construction of power grid in China.And based on this theory,the power grid company can be the first one to introduce partnering method in construction of power grid in twelfth five-year-plan and during the practical process to improve and spread this management method.At the same time,it can also provide the better scientific project management method for owner,contractor,supervisor and supplier etc.in order to finally promote the overall management level for the construction project of power grid in China.
