Bid evaluation is comparing and analyzing all the tender documents, and selecting the best bidder according to certain standards and methods. Most bid evaluation is based on presetting the weight value and score grading subjectively, and calculating the total score, which is decreasing the objectivity and accuracy of bid evaluation.The article takes Project Z as example, analyzing the main evaluation index, establishing evaluation index system, and calculating the first level index weight value and second level index weight value, utilizing Delphi method and Group Decision Analytic Hierarchy Process, i.e. comparing the comparative importance of the indexes, establishing fuzzy consistent matrix, and achieving qualitative index quantified. Due to maximum membership degree law, we accomplished the bid evaluation.On the basis of study of FAHP for Project Z, obtaining conclusion that FAHP can be used in bid evaluation feasibly and practically.
