The Application Study Of Earned Value Method In The Early Cost Control Of Railway Low-Income Housing Project

In the recent years, to ease housing tension difficulties of the railway workers, the beijing railway bureau has an agreement with the provinces and cities under its jurisdiction. By using the idle land of railway, a variety of low-income housing (affordable housing, fixed price commercial housing, and capital-raising construction) could be constructed, to relieve the housing difficulties of low-incoming railway men. Against this background, the early cost control of housing project presented itself early on. Therefore, the research idea of the earned value method in early cost control has been put forward in this thesis.Firstly, the related theories of the project cost and earned value method were introduced; the adaptability and feasibility of the earned value method in the early project were analyzed carefully. The ccurrent situation and problems in the housing construction of beijing railway bureau have been analyzed carefully, the feasibility and advantage of the earned value method in early cost control have been discussed. According to current status of project cost management, based on previous studies of the earned value method of cost control, the idea of the earned value method controlling the early project cost was proposed. Combined with some features of the early cost control, flexible using the concept, comprehensive discussions were conducted from the feasibility study stage, planning and design stage, demolition stage, and detailed design stage. In the project progress, according to the theory of "active control and dynamic management", the application of this method is analyzed in detail. The budget should be determined rationally and the actual project cost of project should be planned. The relevant measures of cost management should be put forward based on dynamic tracking, dialectical analysis, rational decision, emergency response plan, to ensure the correctness and rationality of the method.Take the economical housing building of Qinhuangdao railway as an example, according to the ideas and steps of the earned value method, combined with the several key steps in early cost control, further study, investigation and analysis should be carried out, the target values of various stages should be determined, each value should be as accurately as possible, the expected effect could be achieved by this method. Combined with several factors in the early project, such as the feasibility study, planning and design, handling procedures, and housing removal, by the auxiliary means of staff motivation and network platform, combining of quantitative and qualitative analysis, the earned value method could practice in the early cost control, and then achieve the cost control.Finally, according to the experience and laciness, the suggestions have been put forward for project early cost control by the earned value method.
