In the process of engineering project management, the cost goal is the top priority of project management, while the cost management of China's engineering project is still in a relatively extensive state.Over-expenditure or even out-of-control of project cost often occurs. In order to carry out effective project cost control, the Earned Value Management Law was introduced to control and control project costs in real time, and the earned value method was introduced into project cost control, which can effectively improve the management efficiency of the project. At present, the earned value management law has been widely recognized by various countries. However, the traditional earned value method still has its own defects and deficiencies. Therefore, this paper introduces the second-level earned value evaluation structure to increase the value of the earned value method to the engineering cost in view of the shortcomings of the traditional earned value method. The in-depth degree and fineness of the evaluation, the introduction of cost impact factors in cost forecasting indicators to improve, make its prediction more accurate and reasonable. This article will start from the basic theory of the research on the earned value method, analyze and explain the theory of the earned value method, and then analyze the deficiency of the earned value method in the cost control of the project and the improvement based on the cost control theory of the project. Methods: An improved earning value evaluation system was constructed. The actual project case of a municipal road project was verified and analyzed. The feasibility of improving the earned value method in the actual project was further explored. Finally, the cost impact factors met in the project were targeted. Some specific control measures have been proposed. The above research shows that this paper improves the basic model of traditional value-earnings method, and proposes an earned value analysis method based on parameter optimization, which can more effectively control the project cost. However, there are still some deficiencies in this method. We will focus on these issues in future studies.
