Science and technology are primary productive forces, and they are one of the main ways to promote the realization of comprehensive modernization. With the rapid development of science and technology, IOT technology appears, and the concept of full life-cycle management is changing. Power company is a asset-dispersed enterprise, which has a lot of departments to use the asset, a wide range of points of use, complex structural classification, and the large coverage. At this stage, fixed asset management of power grid enterprises is still in a very backward level. The unification of accounts, cards and things often appears. It cannot effectively control Procurement, commissioning, transfer of supplies, maintenance, transfer, retirement and other management aspects, which has brought great difficulties to fixed asset management. In the constraint of reliability and security, it has become an imperative of power grid enterprises how to build core competitiveness of enterprises and enhance the level of asset management using high-tech means. The main purpose of this paper is to solve these difficulties.For improve the fixed asset management level of power grid enterprises, the paper uses the RFID technology of IOT (Internet of Things), combines computer, wireless network communications, intelligent terminals, software systems and other advanced technologies, and upholds the concept of Asset Lifecycle Management. Putting energy meter as research subjects, the paper designs a lifecycle management system of energy meter based on the IOT technology, which can intelligently supervise procurement, out of storage, inventory, operation, maintenance, and retirement. Unified management of people, accounts, cards, and things can help power grid enterprises to realize Lifecycle Management from procurement to retirement. It can also be realized to manage the asset without papers and sites. The system can improve work efficiency, reduce management costs, and provide accurate reference data for investment decisions and reasonable allocating assets. At the same time, information management level can be improved for the power grid enterprise, and construction and development of smart grid can advance.The paper firstly analyzes the current situation of IOT technology and traditional power asset management at home and abroad, and points out the shortcomings of asset management for energy meter. After RFID technology is been extracted, research objectives, methods and innovations of the paper are set forth. Then, the paper explores and researches the status and problems of the system for energy meter asset management, simultaneously proposes the solution and functional requirement. Followed by it, the paper introduces and analyzes the key technology. Difficulties and solutions are emphatically analyzed for middleware of RFID and synchronous design of database. Meanwhile, the paper elaborates design scheme from design principles, development and runtime environment, and the overall structure. Finally, specific implementation process of system is been shown and research results are been analyzed, then the paper summarizes major elements of the study.
