With the increasingly intense competition in the freight market, the rail freight reform is constantly accelerating, and the "real-freight system" is an important part of the freight reform. Implementation of the "real-freight system" reform has been providing more detailed reference information for the railway freight car approval admitting. Meanwhile, the implementation of the "real-freight system" reform also added the ten-day plan and the "loaded as soon as picked" requirement, which put forward higher requirements to the railway freight car approval admitting for the timeliness and relevance. The "real-freight system" can effectively increase the customer convenience extent, improve the customer trading experience, and enhance market competitiveness of the railway by reducing customer wait time cost, improving the transparency of rail capacity resources, and intensifying the cooperation between enterprises such as the railway and logistics enterprises in particular. In this paper, using the customer value theory, combining with the actual situation of railway production, the railway freight car approval admitting optimization model has been established and verified by the actual operation data.Firstly, the significance of the optimization of the railway freight car approval admitting was discussed. then the research results in China and abroad were summarized and the problems in these studies were pointed out.After discussing the definition, the characteristics, the origin and the form of existence of rail empty wagon, the current process of the railway freight car approval admitting was explained and the problems in this work were pointed out.The main contents of the "real-freight system" reform and its impacts on the rail freight transportation organization were explored, and it was also analyzed that the impact of the "real-freight system" reform on the railway freight car approval admitting in four dimensions including the impacting factors, data analysis, admitting steps and the circulation of rail empty wagon.The railway empty wagon customers could be specified into three categories by customer needs, including special customer, key customer and ordinary customers. The activity of customers, the expected times and the expected amount were calculated, then the value of each customer was got. Combining with the nature of the customer, aiming at the maximization of rail freight revenue, the railway freight car approval admitting optimization model was built.Finally, we made a calculation example of the model, using the order data of rail empty wagon on the China’s railway e-commerce platform, and the results were compared with the actual income. The comparison proved that the optimization model was superior to the actual approval scheme, which had important practical value and significance in how to use the limited resources to achieve the maximization of the benefits for the railway companies.
