In order to increase the capacity of railway freight transport and improve market share launched, the China Railway implement a new reform called Real-freight System in 2013, and the reform keeps the customer’s demand as the guide and the enterprise’s efficiency as the goal. Since the reform has been implemented, the China Railway always keeps tap the potential, increase efficiency and facilitates customers as the main focus of the work, and it continuous to optimize the railway freight process and improve the efficiency of railway freight. At the same time, the China Railway pay a positive action to coordinate the relationship between railway freight transportation department and the customer.Because of "Free goods receipt, Free goods transport" is the expression way and important approach of the Real-Freight System reform, so the research of empty wagon allocation in loading area is under this condition.Firstly, this paper analysis the content of this reform, and on this basis, this paper analysis of its impact on the organization of transport and other aspects of China’s railway freight transport sector.Secondly, this paper makes a detailed analysis of the aspects of the coordination in loading area on Real-Freight System from three angles, cost, distance and time. On this basis, a single-objective optimization model of empty wagon allocation in condition of Real-Freight from the balance of supply-perspectives has been built, and then it gives a simple case which keeps the cost, distance and time as the targe, and the LINGO software has been used to solve the model.Finally, this paper constructs a multi-objective optimization model of empty wagon allocation in condition of Real-Freight, then followed by a case, and the case process the model which makes time as the main objective, cost and distance as a secondary objective can get good results, which shows the important practical value and significance of the model.
