The construction of high-speed railway is to improve the existing railway line capacity shortages, transport channel forming effective high transport capacity of railway. The service level of high speed railway passenger train operation is higher than that of ordinary, compared with the ordinary passenger train, high-speed railway transport capacity, good safety, punctuality rate advantage. Although has opened many high-speed railway, makes some circuit realizes the separation of passenger and freight traffic operation, but generally speaking, many of the existing line transportation capacity is still in a state of tension, and the existing line less consideration of train punctuality, passenger travel time. Transport organization and high load will reduce the equipment’s service life and quality of service, and once meet emergencies caused disruption to the transport, will bring negative effect to the transportation work. Therefore, in order to achieve higher punctuality rate requirements, it is necessary to make an in-depth analysis of the High-speed Rail through utilization ability.The introduction of the concept of punctuality rate in this thesis, the high-speed railway train punctuality rate was defined and classified, effects of train punctuality rate train types, and explained the high-speed railway passing capacity definition, calculation method and influence factors. The qualitative analysis of the high-speed railway train punctuality rate and the capacity utilization rate, high speed railway through the utilization of capacity is higher, more the number of trains running in the segment, cause running interval between trains is reduced, buffer time can be added to reduce, the buffer time becomes more and more an hour, working diagram elastic become weak, the train late, ability of anti-interference and the train operation diagram becomes weaker recovery punctuality. Therefore, in order to ensure the ability to run chart certain anti-interference, high speed railway section reserved redundant capacity cannot make the capacity utilization rate of unlimited increase. On the other hand, high-speed railway train all running on schedule, the train diagram flexibility, train interval time is larger, the buffer time is more available, high speed railway section carrying capacity utilization is not sufficient, in the section of an appropriate increase in train. Therefore, the analysis of the certain punctuality rate, while the high speed railway section by the reasonable time buffer capacity utilization rate of the largest. Finally, with the analysis of the example, the delay parameter and high-speed railway section carrying capacity by using the curve. Then use Matlab software programming of the buffering time and by calculating the utilization ability.This paper analyses the prerequisite to meet the certain punctuality rate to make full use of the carrying capacity of the situation, hoping to find a reasonable balance between the capacity and optimal utilization of the punctuality rate optimal.
