As the demand and consumption for oil increase day by day in each corner of the world, its transportation depends much more on oil tanker, because it offers us the method of long distance and large amount's transportation. But compared with other kinds of ships, oil tanker has its own particularity on fire prevention, explosion prevention. So, as it's high risk, each field of society pays more attention on this point.In recent years, with severe accidents of this type carrier continuously happened, it has greatly threatened the development of navigation transportation industry of oil's transportation. With the lessons we learned from disastrous maritime accidents, International Society further emphasizes the use of scientific management method being made to pre-control maritime accidents. Safety Evaluation, as one part of scientific management, is one of the most important methods.Being one of the most important technical means in implementing safety management, the final purpose of safety evaluation is to bring forward a countermeasure to minimize the risks and prevent maritime accidents from occurring, establish strong foundation for confirming safety object of the system, constitute safety layout of the system and realize the optimized system safety. In maritime accident prevention field, Formal Safety Assessment (FSA) is a safety evaluation method recommended by IMO greatly. Its objective is to consider the various factors of effecting safety completely and comprehensively. By risk assessment, expenses and benefits evaluation, FSA brings forward measures to control risk reasonably and effectively.This thesis studies the application of FSA about fire working on deck of oil tanker firstly. The author uses AHP to achieve the influence degree of each index on its safety; then sets up the mathematics modeling of multilevel comprehensive assessment, gets quantificational and qualitatively comprehensive safety evaluation. Secondly, simulates the temperature fields of fire working and lays out its distributing and influencing areas, as to list out the practical guidance. Finally, by analyzing maritime statistic data and consulting with many experienced seamen, the author obtains several main indexes in evaluating the safety of fire working on deck.
