By the end of the12th five-year-plan, rapid rail network operating mileage will be40000kilometers or more, including18000kilometers high-speed rail mileage, includingthe speed of200-250km per hour of high-speed railway,11300km.300-350km ofhigh-speed railway,6700km, China run into the high iron age rapidly.Due to railway engineering project, material procurement management costs accountfor60%-70%of the total costs. So the purchase costs of the total costs have veryimportant significance. China’s high-speed rail engineering project has the characteristicsof long range, a difficult task, the tight time. At the same time, high-speed rail materialprocurement efficiency and quality will directly affect quality, progress and cost of theproject.In the mode of our country, it exist engineering project material procurementmanagement, the materials supplies structure loose, the procurement management is ratherextensive, lacking for systematic planning and integrated operation, it is difficult to meetthe requirements of large-scale procurement of materials for the high-speed rail. This paperchanges traditional railway project material procurement mode, according to thehigh-speed rail materials procurement demands and the characteristics of materials, thematerials needed by the project divided into strategic materials, critical materials,leveraged materials and tactics materials with supply segmentation method. According todifferent class materials, purchasers establish different suppliers.This paper selects suppliers based on the procurement authority of the projectdepartments. After dividing for class materials, it carries out evaluation and selection forthe concrete high-speed railway materials suppliers.In terms of inventory control, high-speed rail project materials are divided intostrategic materials, critical materials, leveraged materials and tactics materials. These fourcategories include inventory material, bulk material, production energy limited materials,customized products. In the inventory control, the stock material, bulk material materials, energy limited production, customized products are adopted different inventory controlstrategy.In this paper, it combines an analysis of tunnel of high-speed rail way estimates andselects for certain types of material supplier. This paper researches on inventory control forconcrete materials of bulk material materials. Using S-M method for inventory control,changing the conventional economic batch method such as previous projects, can greatlyreduce the inventory costs.
