The smart grid has become the inevitable course for the future development of power network. The construction of smart grid needs the support with the control technology.communication technology and information technology.It has been widely concerned by researchers, engineers and management personnel in the communication network architecture, technology selection.reliability, safety and economic issues. With the rapid development of IP communication network, Ethernet technology in the network, or in applications such as railway, oil and electric power network is more and more important. Power over Ethernet belongs to the category of industrial Ethernet, in addition to adapt to the industrial high temperature,humidity,high electromagnetic environment and the stringent requirements of real-time,it also must be put a special emphasis on supporting the different service for production and management in power application environment, and it should support the survival and security requirements of information channel for power business,it also should support the customized communication requirements of electric power enterprises. Therefore, the ASIC proprietary chip of ethernet controller is difficult to fully meet the Power Ethernet’s demand, it has the important application value to design the Power Ethernet Controller based on FPGA and the IP core which is flexible and reusable, and which also laied the fundation for the independent research of power industry and the the development of Power Ethernet standard, based on introducing the concept and development status of smart grid and the necessity and importance of communication in smart grid, first of all.this paper analyzed the communication task goal of power industry and power business.and described the key technology concepts and application of Power Ethnet.and then it introduced the structure and function characteristics of Xilinx spartan6series of FPGA. Secondly, this paper proposed the system design specification and the function modules of power Ethernet controller MAC, and it described the working principle of each module in detail, and the design of the sending module, receiving module, control module and MII interface module. Thirdly, based on the Xilinx NEXYS3development board, it achieved the main function of the modules, and validated by simulation, the results meeted the design requirements. This paper designed and realized the basic functions of power Ethernet controller MAC, to provide a good foundation platform for the further design development combined with the power characteristics of the next step.
