Study On Establishment And Evaluation Of County Well-facilitied Capital Farmland Indicators

Well-facilitied capital farmland is the essence of Chinese arable farmland, and it’s the foundation of modern agriculture, food security, and is also an important safeguard for maintaining social harmony, stability and sustainable development. In the following years, the construction of well-facilitied capital farmland will become the core work of land consolidation. How to determine the evaluation indicators, layout, timing, consolidation standards and project design of well-facilitied capital farmland scientifically is the key to guide this work effectively. The county is a basic level of implementing and managing land consolidation activities, therefore carrying out a research of well-facilitied capital farmland has commendable practical significance.Mianzhu County, Sichuan Province, is located in the northwest edge of Sichuan Basin, the capital farmland in plains and hills has differences significantly. So this paper has a case study in Mianzhu County. By using spatial analysis, such as principal component analysis, entropy weight method, approaching the ideal point method and hierarchical clustering method, spatial analysis as GIS, survey information such as the update data of the second land-use survey and agricultural land classification data, this paper has a research on comprehensive evaluation, layout, standards and typical designation of the study area. Specific conclusions are as follows.(1) Choosing eighteen indicators to evaluate the construction conditions of well-facilitied capital farmland in Mianzhu County from three aspects as natural endowments, infrastructure conditions, social and economic requirements, such as slope, irrigation guaranteed rate, drainage conditions, the proportion of capital farmland, regional development orientation and so on.(2) According to comprehensive evaluation results estimated by principal component analysis and entropy weight method, the requirements of well-facilitied capital farmland in Mianzhu County are divided into five grades. The layout of this farmland area is arranged to three partitions, key construction zone, alternative construction zone and limit construction zone due to these five grades. And the key construction zone can be divided into short and long term sequences. Then it use hierarchical clustering method to draw three kinds of construction mode, field road restrictive type, irrigation restrictive type, plots’flatness and contiguous restrictive type.(3) Through analysis of national and local standards for well-facilitied capital farmland, this paper developed a new standard of the study area. According to this standard, it carry out a typical design of well-facilitied capital farmland in Mianzhu County from land leveling, irrigation, drainage, field roads and other projects.This research can provide a theoretical basis for layout and project design of well-facilitied capital farmland in the southwest district.
