Research On Performance Evaluation Of High Standard Farmland Construction

Cultivated land,related to ecological environment protection,is not only the foundation of people’s livelihood,but also the key to production.With the growing population of China,the demand for food is increasing,which puts higher requirements on the quantity and quality of cultivated land.It is especially necessary to build high-standard basic farmland.It is of great significance to carry out a series of high-standard farmland construction to improve the quality of cultivated land,improve the utilization efficiency of cultivated land,and ensure the stable supply of grain.It is the rural revitalization strategy put forward by President Xi Jinping in the report of the 19th National Congress.Through the performance evaluation of high-standard farmland construction,it can not only help to make objective and accurate judgments on the basic conditions of high-standard farmland construction,but also provide some useful reference for departmental decision-making of high-standard farmland construction.This paper first introduces the background of high-standard farmland construction,and analyzes the practical and theoretical significance of high-standard farmland construction performance evaluation from both theoretical and practical aspects.Afterwards,the domestic and international land remediation was introduced,and the research status of high-standard farmland construction at home and abroad was discussed,and related concepts such as high-standard farmland,performance evaluation and high-standard farmland performance evaluation were defined.In addition,this paper also discusses the theoretical basis of high-standard farmland construction performance evaluation research,namely,human-land relationship,sustainable development,welfare economics and other theories,thus laying a certain theoretical foundation for this research.This paper is based on the four principles of high-standard farmland construction performance evaluation indicators,namely,scientific,operability,completeness and comparability.Based on the relevant research theories,they are established from resource,economic and social benefits.Three categories of systems for high-standard farmland construction performance evaluation indicators,11 indicators.The standardization of data,the calculation method of index weight and the model of high standard farmland construction performance evaluation are introduced.Eighteen high-standard farmland construction projects in 117 villages in 23 townships of Xiao County,Anhui Province,where were selected as case analysis objects.Entropy method and fuzzy comprehensive evaluation method were used to empirically analyze the performance of high-standard farmland construction.The overall performance rating of the comprehensive evaluation of the project area is good,which indicates that the overall high-standard farmland construction project in Xiao County has achieved good results and there is still space for improvement.Finally,based on the results of empirical analysis,the four aspects of increasing capital investment,improving the efficiency of capital use,following natural conditions,adapting to local conditions,scientific planning,fully considering the interests of farmers,mobilizing their participation in construction,and strengthening the construction of transportation facilities are given.Countermeasures for the construction of high-standard farmland in Xiao County,Suzhou City,Anhui Province.
