Township Cultural Station Public Cultural Function

Since reform and opening up, township cultural institutions have played an important role in promoting cultural development in rural areas, meeting the spiritual and cultural needs for the masses. Township comprehensive institutions are responsible to satisfy the spiritual and cultural needs for the masses, improve farmers’ cultural quality, and mobilize the enthusiasm to cultural participation for farmers. However, with the deepen of reform and opening up as well as the establishment of the market economic system, cultural institutions faced enormous bottleneck in the development of villages and towns, rural public culture positions a severe contraction, Township cultural institutions gradually fell into troubles. Through questionnaire, interviews and case studies research, puts a empirical studies of the Y integrated cultural institutions town in Guizhou province, by interpreting data and interview questions, this paper surveys the research on superiority and difficulties in the development of township cultural institutions.This article is divided into six parts. The first part is introduction, covering the background, significance and research status, literature review at home and abroad, etc. The second part is the development and transforms process of Y town cultural institutions, described the meaning of establishing township cultural institutions, the historical background of Y-town cultural institutions and the function change of culture institutions in the present. Part Ⅲ introduces the current social functions of Y-town cultural institutions, mainly the analysis of responsibilities and autonomy to the Y-town cultural institutions. Part Ⅳ is combined with empirical analysis for cultural institutions advantages and problems encountered in the villages and towns construction, analyze the causes of delayed development of township cultural institutions. Part Ⅴ is made on the basis of earlier reform priorities, development trend and countermeasure of township cultural institutions. Part Ⅵ is to strengthen the function for rural cultural institutions in the system of public cultural services.
