In the process of public cultural service construction in China, as the primary responsible subject, the government is bound to take more responsibilities to satisfy the diversified, multi-leveled and multi-faceted spiritual and cultural needs for the people. But now, the public cultural service dominated by Governments in China, there remain more problems such as poor infrastructure in public cultural services, inadequate but unqualified public cultural services resources, unbalanced development of public cultural services in urban and rural areas, missing the long-acting mechanism for public cultural service. Therefore, to further improve public cultural services ways and enrich the public cultural service channels, beyond the government’s responsibility as a public cultural service subject, exploring how to build a mutual participation in the construction of public cultural service construction with plural subjects, such as Government, market, and social forces is quite necessary.This article selects two examples:"1RMB Theatre" project in Weinan city and "1RMB Theatre" project in Zhoukou city as research object for contrast analysis, in Weinan city, a market mechanism introduced in "1RMB Theatre" mode, using market tools provide public culture service for people; in Zhoukou city, the local cultural sector and cultural institutions as the main providers, focused on the Government’s own resources and integration of social mobilization in public cultural services. Based on the two modes of "1RMB Theatre" project with comparative analysis, this article find two common shortcomings, that is, lack of civic engagement and cultural demand expression mechanism. Therefore, how to build a people-oriented public service? Besides the government, market and social forces should or not be the second and third force public cultural service? If yes, how to establish a collaborative mechanism with the Government, the market and social forces in public cultural services?To building a harmonious and healthy public cultural service system, this article puts forward a mechanism which contains all the government, market and social forces to strengthen and interact with each element, highlighted the strengthened participation with diverse social forces; formed a harmonious, capacious and healthy relationship by government, market and social forces with interdependence, mutual constraints complement.
