The Government At The County Level Public Cultural Service Quality Improvement Path

As a local state administrative organ,the improvement of the quality of public cultural services of county-level governments is an important condition for the construction of the national public cultural service system,and also an important link in improving the network of public cultural service facilities in our country.Therefore,based on the background of the 19 th National Congress calling for the development of socialist culture with Chinese characteristics,this paper focuses on the theme of public cultural services,closely combines the relevant theoretical knowledge of administrative management,and makes a systematic and comprehensive research on how to improve the quality of public cultural services of county-level governments,which has certain practical and theoretical significance.The article discusses the ways to improve the quality of public cultural services of county-level governments from three aspects: first,it is a theoretical exposition.In this part,the author explains the basic concept of the public cultural service quality of county-level government,puts forward the relevant theoretical basis,and focuses on the specific promotion objectives of the public cultural service quality of county-level government,and expounds the significance of its quality promotion.Secondly,it analyzes the current situation of public cultural service quality of county-level government.In this part,the author mainly takes the government of Yanjiang District,Ziyang,Sichuan Province as an example,describes the current situation of the construction of public cultural service quality in the county,discusses the obstacles that restrict the improvement of public cultural service quality in Yanjiang District,and further analyzes the obstacles in the process of improving the quality in the county.Among them,this paper makes a detailed analysis of the obstacles from the following five angles: unreasonable allocation of public cultural facilities resources,low utilization efficiency,low degree of socialized development of public cultural service supply,imbalance between supply and demand of public cultural services,deviation in the implementation of public cultural service policies,and imperfect supervision mechanism of public cultural services.The writing of this part will provide references and lay a foundation for the following countermeasures.Finally,the paper discusses the ways to improve the quality of public cultural services of county-level governments.This is the core of the article,trying to find ways to improve the quality of public cultural services of county-level governments from different aspects,including six aspects,namely,rational allocation of public cultural services resources in county-level regions,To achieve maximum benefits,optimize the evaluation system of county-level government public cultural services,improve the feedback mechanism of county-level government public cultural service activities,strengthen the construction of talent team in county-level government public cultural service departments,improve and implement the relevant laws and regulations of county-level government public cultural services,and strengthen the role of social forces in county-level government public cultural services,in order to achieve the goal of solving the core issues discussed in this paper.
