End Of Qing Dynasty Explore Heilongjiang Posts And Telecommunications

At the end of Qing Dynasty and the beginning of the Republic of China, a series of cultivation policies were put forward because of the full lifting of the ban in Heilongjiang province (hereinafter referred to as Jiang Province), and therefore, there was a huge influx of refugees into this area. Meanwhile, the construction of the Middle East Railway strengthened the communications among the provinces in the mainland. With the rapid economic development of Heilong Jiang Province, the greatly all-round social changes, and the wide spread of modern thoughts in all levels of the society, the area experienced the speeding-up of modernization. The post and telecommunications during that period witnessed several changes and reforms. Coming from nowhere, the institutions in HeilongJiang Province had grown into the leading telecommunication industry, which reflected the modern changes. From the perspective of the development of the post and telecommunications, the thesis states the influence of modernization in the border area.The thesis expounds the emergence, development and growth of the post and telecommunications industry in Heilong Jiang Province in sequential chapters. At the same time, it pays more attention to the role of modernized factors during the development of the post and telecommunications. The body of the thesis can be divided into four parts:In the first part, the thesis elaborates the academic background and research methods of post and telecommunicationsThe second part sets forth the development of post and telecommunications in the province before the establishment of post, from the following four parts:the organization of institutions, personnel arrangement, fund-raising process, and work management.The third part systematically expounds the course of development of post and telecommunications industry in the province, focusing on three parts, i.e. postal industry development,,the development of telecommunication service, and the recovery of Middle East Railway postal industry’s sovereignty. This chapter analyzes the the organization of institutions, personnel management,business development, the recovery of the tsarist Russia guest post so as to better know the development of modern post and telecommunications industry.The fourth part analyzes the linkages between post and telecommunications development and modern social progress in HeilongJiang Province.In modern times, eliminating way-stations and reforming the bureaus of letters and newspapers unified the local communications industry, which laid the foundation for the post and telecommunications development. Thanks to the scientific management, rational allocation of resources and the high quality service, post and communications industry became the leader in the area. The overall development of the industry made great contributions to regional social development, strengthened the exchange of information, promoted regional economic development, and accelerated modernization.
