Recently, the constant development of the internationalization trend of theChinese language and the power of China has attracted a lot of international studentsto start their studies in China. In2008, there were up to223thousand internationalstudents, from189nations and areas who came to China. They were distributed inabout600institutions of higher education, and other teaching institutions. Just theyear of2008, there were about3500international students that came to China with theaid of the Chinese Government Scholarship. The Chinese Government will continueto put more effort on the capital investment in the area and significantly add to thequote of people who could utilize the Chinese Government Scholarship in the nextfew years.In order to make the undergraduate foreign students enjoy the Chinesegovernment scholarship and achieve a better education in the university they haveapplied to, the Chinese ministry of education has, since2005, organized and set uppreparation education centers to teach them before they enroll the universities’studies.Meanwhile, the constant development of the preparative education-work adds toboth the intensity and the quantity of the duties involved. The shortage of CollegeTCFL (teaching Chinese as a foreign language) teachers has led to mistakes ineducation and management work. We need to find another method to solve thisproblem, on the contrary, the perpetual progress of TCFL work will be affected.Solving this problem requires the participation of student volunteers, but the leader ofthis organization must be a highly educated person with management capabilities.Firstly, this thesis tries to briefly analyze the problem occurring in the volunteermanagement in our country through the basic connotation of the dominant position ofthese student-volunteers. On the other hand, it tries to discover new initiatives in orderto better manage student-volunteers so that we can fully exert the dominant positionof them and realize the efficiency of TCFL, while at the same time providingguidance for other TCFL centers.
