"Intentionality" is not a common concept in everyday life, but it is held by the famous philosopher John Searle as one of the core issues in the whole philosophical movement, because our mental activities and speech acts are always related to something that marks the distinctiveness between mental states and other physical phenomena. With the change of the focal topic of the philosophical movement, especially with the continual development of science and technology, new dimensions and perspectives for thinking have been provided. At the same time, philosophy is trying to put forward its own solutions for the problems and difficulties encountered in the development of science and technology. Artificial intelligence, as a state-of-the-art achievement, has become a core topic in anthropology, cognitive science, psychology, computer science and many other fields. During the decades-long process of development, it has reached tremendous achievements, while still facing many fundamental difficulties. After the proposal of Chinese Room Theory, one of the focuses of debate is whether or not artificial intelligence can be intentional. The current paper first traced back historically to introduce the development of intentionality theory and its application in artificial intelligence as a criterion for judging whether certain artificial intelligence is actually intelligent. Some concepts involved were discussed, and some solutions to Chinese Room were analyzed and their shortcomings were pointed out. The second part proposed that the research into artificial intelligence intentionality must refer to the formation of human intentionality after investigating into the particularity of the former. After an elaboration of the controversy in how human intentionality forms, it was emphasized that studies into intentionality should walk on a naturalized as well as socialized road, combing ideas of talent theory and acquired theory. The third part focused on how artificial intelligence can be equipped with the characteristics of intentionality and revealed that under the naturalize and socialized basis, intentionality studies can have three possible approaches, namely, artificial evolution, combination of model theory with teleology and non-representative intelligence.
