With the rapid development of China’s economy, and the accelerate ofurbanization process, many cities are having enormous changes. However, due to thelimited urban space and the shortage of land resource, a large number of ancientbuildings which have historical and cultural values are having been damaged in thisprocess. Architectural heritages are facing unprecedented challenges.Architecturalheritages are precious and non-renewable, they all have deep cultural accumulationsand important historical and cultural values, they are the carriers of spreading culture,and the precipitation and miniature of the city’s history.Shenyang,which lives in Liaoning Province, is also facing these issues. Manyprecious historic buildings especially the building of Qing Dynasty disappeared in thewave of urbanization,which has a very serious impact on building the unique culturalimage of Qing Dynasty in Shenyang, which also hinder the pace of culturalinheritance.Therefore, it is necessary to have a comprehensive understanding of thestatus on architectural heritages in Shenyang,it is also necessary to take effectivepolicies towards these precious cultural heritages.This paper writes from the perspective of public policy and bases the reality inShenyang, also bases on the status of historic buildings and the experience of foreigncountries, makes feasible policy recommendations to architectural Heritage inShenyang. This paper uses the literature research, the comparative analysis and thesocial survey to study this issue. The result shows that the reasons which casueirrational protection are a lot.For example, the legal protection system of architecturalheritages are not perfect;The content of policy is antiquated or lacking;The poorcommunication between the agencies; the quality of staffs is not high. In addition,italso lacks the support of human、material and financial resources in the process ofpolicy implementation. By exploring the impact of these factors, this paper proposesthat the government can protect architectural heritage of Qing Dynasty by completingrelevant laws and regulations, detailing policy content, improving the quality ofstaffs and strengthing the communication and coordination between differentdepartments. This is the only way to make real protections of cultural heritages in Shenyang, so as to achieve the purpose of cultural inheritance.
