Intangible cultural heritages are the results of the wisdom of human beings, and also the symbol of a nation's uniqueness. Although the economic and scientific development of the world promotes the preservation and development of intangible cultural heritages to some extent, mostly the fast-step and highly efficient society prohibits the preservation and the development of vast intangible cultural heritages that have already been extinct or on the verge of being extinct, which leads to an important issue for the whole world on preserving and developing intangible cultural heritages. Lots of countries have made polices on that issue: their governments are taking the leading roles. Some countries have possessed rich experience. Our country at this point should learn from them, without ignoring the real situation of China, and make some innovative measures to preserve and develop intangible cultural heritages efficiently.To preserve and to develop intangible cultural heritages we have to concentrate on local areas, this thesis, on the basis of understanding international and internal polices and experience, focus on the preservation and development of intangible cultural heritages in Chongqing province from the angle of government policies, taking Shu-embroidery as an example. The chapter 2 of this essay introduces the Shu-embroidery, its current situation of preservation and development; the third chapter illustrates the polices of central government and local governments, also the polices of developing countries and developed countries; The chapter 4 and chapter 5 analyze governmental policies of Chongqing province on the preservation and development of intangible cultural heritages, specifically on the policy situation introduction and shortcomings; The final chapter, combing the real preservation situation of Chongqing province proposes eight suggestions on policies-making for Chongqing government, and the preservation of Chongqing Shu-embroidery.
