| The spiritual welfare of the old acts a significant role in the development ofsocial welfare and safeguard of the old people in China. At the present, most ofresearches focus on material benefits for the old people, while little attention has beenput on the spiritual and cultural welfare of the old people. Along with increasinglynumber of old people, the needs for cultural entertainment has been increased rapidlyas well. Therefore, it is urgent to accelerate the development of the elderly spiritualand cultural welfare.In this paper, the theoretical concepts on the elderly social welfare were firstlyreferred in order to highlight the importance and development of the spiritual culturalwelfare of the old. After then, literature review, field research and empirical analysiswith data from Statistic Book of Shenyang, Liao Ning Province were presented.According to the investigation on present situation of the urban construction on theelderly spiritual and cultural benefits in Shenyang, it was found that the spending onmaterial welfare generally overweighed that on the spiritual welfare. Moreover, notonly the limited activity zone but also the scarce organizations confined the oldpeople to participate in recreational activities. Furthermore, the spiritual emptinessand security problems were showed to be common among the old as a result ofdifficulty in marriage.Finally, an investigation on the domestic and foreign experienceon constructing the spiritual social welfare of the old people from perspectives ofpublic policies were made.After finding out the shortages that exists in the construction of spiritual andcultural welfare in Shenyang with field and empirical research, this paper put forwardsome suggestions, such as drawing up the development blueprint of the spiritual andcultural welfare for the local old people, encouraging to cultivate the professionalsocial workers, increasing investments on entertainment appliances,etc. |
