With the rapid development of social economy, the material life of farmers getthe basic guarantee, the demand of cultural is growing. The content of the socialwelfare is increasing with the development of social economy, social welfare is notonly meet the need of national survival and pure material life security, but enhance thespiritual life safeguard and promote individual all-round development. As theimportant content of social welfare, cultural welfare is increasingly aroused people’sconcern. Under the influence of the long-standing city and countryside dual structure,and the gap between urban and rural in the level of economic and social development,relative to the city, the level of Farmers’ culture welfare is low, how to guaranteefarmers’ cultural welfare, let farmers better enjoy cultural life equally, with the city isan important step to realize the development of urban and rural areas as a whole.Under this background, the study on farmers’ culture welfare emerges.The current study on rural social welfare system mainly focused on health care,pension benefits, etc., ignore the content of cultural welfare, existing study on ruralsocial welfare lack of systemic research. Based on this, this article research thecultural welfare comprehensive and introduce the cultural welfare to the farmer’ssocial welfare, hoping to provide some reference effectively on the farmers’ culturalwelfare.This paper mainly divided into five parts. The first chapter puts forward thebackground, purpose and significance of farmers’ welfare, the paper discussed thepresent situation and analysis of domestic and foreign research, it puts forward thenecessity of farmers’ culture welfare clearly, and the innovation of this topic research.The second chapter expounds the related concepts and basis theories. On the basis ofcultural welfare review and concept definition, later in this article I will study theissue of farmers’ culture welfare from the cultural facilities, cultural activities, capital,talent, organization management. Because cultural facilities and cultural activities, arethe implementation of the carrier and the specific form, such as funding, personneland the construction of organization system are the conditions to improve and implement cultural welfare, having sufficient funds, personnel, organization systemand other security benefit on having a better cultural activities and cultural facilitiesand allowing farmers to enjoy better culture welfare. The third chapter rural takingareas of Changli County as an example, adopt the method of random sampling andsurvey300farmers. Analysis the status and needs of the farmers’ cultural welfare, andconclude the characteristic of needs of farmers’ culture welfare. The fourth chaptercontrast status and demand of farmers’ culture welfare and find the gap between them,then find the problems of farmers’ culture welfare, and analysis root reasons. The fifthchapter will focus on existing problems of farmers’ culture welfare, put forward thecorresponding measures and Suggestions, so that let the rural residents and urbanresidents enjoy the cultural development equality.
