The "Chagan Sari" project in Qian Gorlos was listed in the national directory forthe intangible cultural heritage protection, numbered Ⅴ3-31." Chagan Sari " isMongolian transliteration of the Chinese language. Mongolian advocating white, thusthe polysemy meaning of "Chagan" in Mongolian is related to "white","holy" and"start"." Sari " means “month”." Chagan Sari " means the Spring Festival, or the firstmonth of the New Year. Therefore, it is also translated into the first month (the firstlunar month). In recent years, the social concern focus on the existence of those whohave been buried or on the brink of extinction for a long time. The observations andresearches preserved in a manner other than text is about the past way of life,production, and thinking. Attention is paid to the "remote and bias" minority areas-asan intangible cultural heritage where the soul of ethnic people is deeply rooted.In China’s ethnic minorities, the Mongolian is an ancient one which creates agreat achievement. This ancient nation was once praised by Engels as "the worldnation" and is famous for its "passionate, bold, brave" characters. Mongoliantraditional culture has thousands of years history, which gave birth to the colorful,distinctive ethnic festivals created dazzling cultural heritage. Nowadays, due to theever-changing information age, today’s society has entered the information age withthe rapid development of science and technology, the development of politics,economy, culture and the development of society. In this environment, minorityprecious intangible cultural heritage is facing the challenge of survival and the crisisfor development. The traditional festivals and cultural minorities suffered from moresevere test as time goes by. Folk culture is bearing the duty of decoding a nationalculture life. This paper takes the Mongolian traditional festival " Chagan Sari " as an example to research on the inheritance and fusion of the Mongolian ethnic ChineseNew Year customs in Jilin province. On the basis of investigation and literaturereview, this paper analyzed Chagan Sari-the Mongolian non-material culturalheritage by relating to the theories of sociology and ethnology. This paper alsodiscussed the value of it and how to protect and develop it. The investigation points ofthis paper is “Zha Gan Hua” town, which is a typical northeast minority gatheredvillages. This article shows the present situation and the characteristics and subtlechanges of the folk customs happened during the process of social change in JilinMongolian gathered villages. The " Chagan Sari "is one of the most important festivalin Mongolian, whose festival customs can be reflected in eight provinces and regionswhere has the distribution of the Mongolian all over the country. At the same moment,they make the same ceremony, the same custom. With so many intangible culturalheritages and scientific protections, Mongolian " Chagan Sari " is the non-materialcultural heritage of the county and the national culture bloodline. How toscientifically protect non-material culture of the Mongolia is an important problemwhich " Chagan Sari " is facing.The process of passing the culture of Mongolian has never been interrupted. Thetraditional culture enriches itself, attracts new elements, and keeps innovatingconstantly, which relies on the restless efforts from Mongolian generations and theircultural awareness. Now, we should take up this historic mission and bear the duty forpassing the national cultural heritage in order to make the precious cultural heritagebe forever brilliant.
