C-E news translation of government’s web portals is an important carrier of the dynamic news of China and its regions, as well as an ideal platform to transmit information, culture and ideology. Compared with other translations, it demands short articles, brief words and expressions as well as indication of governmental intentions, which makes translation more demanding and precise in wording. To promote C-E news translation of government’s web portals has now become a fresh research subject.The study delves into the translation principles and related translation strategies of C-E news translation of governments’web portal from the perspective of Andre Lefevere’s Manipulation Theory. Firstly, the paper introduces Manipulation Theory and manipulating factors of C-E news translation of government’s web portals. Secondly, combining the theory’s three elements with features and requirements of C-E news translation and considering the difference between Chinese news and English news readers, the patronage’s political expectation and translations’effect of cultural publicity, three translation principles are presented, including meeting receptors’aesthetic appreciation, reflecting governmental ideology and promoting local culture. Lastly, four translation strategies including omission, substitution, amplification, and thick translation are suggested for C-E news translation so that translators can better transmit information, declare governmental intentions and promote local culture.
