Research On The Dilemma And Path Optimization Of The Integration Of Three Governance In Traditional Villages From The Perspective Of Good Governance

Since the reform and opening up,with the continuous advancement of urbanization and social transformation,the social structure and social form of traditional villages have undergone tremendous changes,including the mode of production,living conditions,ideology and behavior of villagers.Comrade Xi Jinping pointed out that socialism with Chinese characteristics has entered a new era,the principal contradiction in Chinese society has been transformed into a contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development.The gradual deepening of this contradiction and the increasingly severe social situation make the current rural governance model urgently need to make breakthroughs and innovations based on the summarization of existing practical experience.In 2017,the 19 th National Congress of the Communist Party of China proposed to "improve the rural governance system combining self-government,rule of law and rule of virtue",which pointed out the direction for the construction and development of the rural governance system in the new era.In 2018,the Central Document No.1 was promulgated.The series of rural revitalization strategies have taken root,and rural communities around the country have ushered in major development opportunities.This is not only a step in the construction of a beautiful new countryside in the new era,but also the only way for rural society to achieve the goal of good governance.Traditional villages are the foundation and key to rural construction.Based on the application perspective,each traditional village area has innovated the “three-in-one integration” strategy from different layers,which provides valuable experience for rural governance innovation.The implementation of this strategy not only provides spiritual encouragement in ideology but also provides institutional guarantee in procedure.It also plays an important and positive role in realizing sound and rapid rural development under the armed force of new guiding ideas,solidly promoting the reform of rural governance system and completing the building of a moderately prosperous society in all respects.Even so,whether it is the policy text on the integration of the three governance of traditional villages from the perspective of consciousness or the concrete implementation process from the perspective of practice,although beneficial exploration has been conducted in some parts of the country,it is undeniable that there are still many practical problems.According to the requirements of comprehensively deepening reforms,a new social governance system integrating traditional villages and three governances has been established,and this strategy has become the basic guarantee in the overall situation of reform and development in the new era.Party organizations at all levels and governments at all levels must take it seriously and Important and pressing issues to be addressed.Therefore,based on the theory of good governance and based on the four dimensions of legality,participation,incorruptness and effectiveness,this paper uses the case study method to analyze the practical difficulties,constraints and optimization paths in the process of building the three-governance integration of traditional villages.The main research contents are as follows.First of all,through the combing of domestic and foreign literatures,this paper clarifies the related concepts of the integration of traditional villages and three fusion,and regards the theory of good governance and the theory of legitimacy as the basis and framework for the construction of social governance system of traditional villages and three governances.This paper discusses the three fusion and cure rural good governance in the goal to pursue and realize the way,three aspects of the coupling and the associated value demand,further enrich the research contents of traditional village governance convergence.Secondly,the general model of the integration of rural and rural governance is used as a foundation,this paper discusses the three-governance integration mode with autonomy as the core,the three-governance integration mode with rule of law as the guarantee,and the three-governance integration mode with rule of virtue as the foundation.Based on the particularity of the complexity of the traditional village authority structure and its growth,sort out natural endogenous authority,grass-roots political authority,authority and specific background gray power authority four types,and combining the theory of good governance under the perspective of legitimacy,participatory,clean,effectiveness of four dimensions,the preset a set of suitable for the development of the traditional village governance convergence "four dimensional integration" ideal model.Based on the selected case of Rongxing village in Tongxiang city,this paper discusses the concrete exploration and practice of the integration of three governance in traditional villages,and analyzes the gap between the reality of the integration of three governance in traditional villages and the ideal of "four-dimensional integration",namely,the lack of legality,low participation,incorruption and effectiveness.Based on the investigation,this paper summarizes three practical difficulties in the formation of governance concept,behavioral path dependence and institutional mechanism supply,and further discusses the restrictive factors that lead to difficulties in the integration of governance and governance of traditional villages at the above three levels.Finally,based on the theory of good governance,goals and objectives,clearly the government is not the only main body of three traditional village governance fusion,fusion to building three traditional village governance exist many difficulties in the process,from the Angle of the "four dimensional integration",put forward three traditional village governance fusion four specific optimization path for the construction of social governance system,namely,accelerate governance idea transformation by reconstructing
