Institutions which play an important role in providing public service are the social organizations with Chinese characteristics. In order to realize" two fundamental change", the Party Central Committee and the State Council put forward to reform personnel system in institutions which base on the appointment system and focus on post management in2000. The personnel appointment system in institution is a new personnel management system and the main purpose of the terms appointment system reform is to realize the change from identity management to management positions, the change from administrative appointments to the equal consultation employment relationship.This paper take institutions in Xinjiang as the research object, and analyze the existing problems of the terms appointment system reform in Xinjiang by discussing the history and current status of the reform of personnel system in institutions in Xinjiang. The depth and strength of effect of the terms appointment system reform of institution in Xinjiang do not work as someone’s expect, the implementation of the terms appointment system like a nothing paper. This have some main reasons:first, the current personnel policy system is not perfect; second,the terms appointment system itself exists incomplete; third, the reform of relevant form pace different way; the last one is that ideal of reformed somebody is hard to change. For continuing to deepen the terms appointment system reform of institutions in Xinjiang, combining condition in Xinjiang, this paper put forward the following suggestions:the first the institutions personnel management regulations shall be established and perfected; secondly, based on the actual Xinjiang to actively promote the implementation of post setting, perfect the system of competitive mount guard and the appraisal system, improve the personnel dispute system, strengthen supervision of the terms appointment system reform; moreover accelerate the classification reform of public institutions, careful implementation of endowment insurance reform, desalination units and the preparation of management reform of relevant form a complete set; the final idea of leaders and general workers of institutions should be changed.Study on the terms appointment system reform of institutions in Xinjiang involved a wide range of areas. Because of my limited ability, this paper only did some basic research, in hopes of giving some help to the terms appointment system reform of institutions in Xinjiang.
