With the continuous development of the social system and economic construction,the needs of the broad masses of the people are also increasing,making public affairs more complex,and the traditional government personnel management system is unable to respond to current changes.At the end of the last century,a global administrative reform movement,the new public management movement,set off a huge wave.Although countries differ in their specific implementation,the overall goal is the same.The main purpose of this campaign is to apply enterprise management techniques to government personnel management,and to introduce market competition mechanisms in public organizations to reshape government image.On the other hand,in China,due to the gradual changes in the role of the government,government organizations are increasingly demanding civil servants,and the government's demand for high-end professional and technical talents is gradually widening.At this time,the traditional rigid civil service system has shown a certain degree of fatigue.It is precisely because of this that innovative government personnel management systems such as the more marketable and flexible government employee system and civil service appointment system have emerged one after another.The “Administrative Regulations on the Appointment of Civil Servants”(Trial),which began formally on September 19,2017,is an important reform result of the Chinese government's personnel management system,which reflects the central government's high priority for the construction of the civil service personnel team in China.In November of the same year,Xinjiang Uygur Autonomous Region also officially launched the appointment civil service pilot work.The implementation of civil service appointment system is conducive to the government organizations recruiting professional talents,and provides favorable conditions for the central government to optimize the level of the talents of the civil service in China.However,because the civil service appointment system has a short development time in China,there are certain problems in the implementation process.Summarizing the questions of the academic community,the eyes of various scholars are basically based on the following aspects: After the appointment of civil servants into the system,whether or not they should play the "catfish effect" in the "fish tank" of permanent civil servants;Whether appointment civil servants should be used as a way to enter the permanent civil service system;and how to enhance the performance of appointing civil servants and permanent civil servants to work together.This article is based on previous research,summarizing and drawing lessons from the implementation experience of civil servant appointment system in the first batch of advanced pilot regions in Shanghai,Shenzhen,Guangxi,etc.,based on the regional characteristics of Xinjiang,from the perspective of modern human resources management model,from the appointment The civil servants' personnel planning,recruitment process,careers,and salaries have been carefully studied in terms of the difficulties faced by the civil servant appointment system in Xinjiang and the corresponding countermeasures.It is hoped that this study will bring some new ideas for the appointment of civil servants in Xinjiang.
