This article starts with the significance of deepening cadre selection system reform through briefly reviewing the cadre selection system reform of the historical evolution during the 30 years of reform and opening-up in China, summarizes and concludes the basic experience of our cadre selection system reform. Meanwhile, the article combines the practice of my cadres work, points out the problems of cadre selection system reform at present and puts forward some countermeasures and suggestions on how to solve these problems. The article is divided into five parts.The first part is about the basic connotation of the cadre selection system reform, research status, research methods and the significance of researching cadre selection system reform. The first part also researches how to use the cadre selection system reform to perfect the socialist marketing economy system, promote political system reform, prevent and correct the personnel rampant, and improve the credibility of choosing and employment, which has a very important realistic meaning and profound historic significance.The second part is mainly to review the history of the cadre selection system. The history of our cadre selection system reform can be divided into four stages:the first one is the open stage of prelude to order (From the Third Plenary Session of the Eleventh Central Committee of the CPC to the Twelfth Central Committee of the CPC); the second stage is the individual breakthrough and local reform stage (From the Twelfth Central Committee of the CPC to the Thirteenth Central Committee of the CPC); the third stage is an overall planning and propulsive phase (the Thirteenth Central Committee of the CPC to 2000); The fourth stage is the further promotion and breadth development stage (2000 until today). At the same time, this article briefly evaluates the reform process in each stage.The third part briefly summarizes the basic experience of cadre selection system reform of China on the basis of research and analysis of the cadre selection system reform history. Generally speaking, it mainly embodies in the following five aspects:the first is to insist the right route of organizational line servicing political line; the second is to stick to the party tube cadre principle; the third is to respect grassroots and mass creative spirit; the fourth is to insist the foundation of institutional improvement and follow the scientific, democratic, institutional pathway; the fifth is to insist using the USES materialist dialectics and promoting reform. The experience is a strong practical guidance for us to continue deepening the cadre selection system reform and developing socialist democratic politics.The fourth part approves of the achievements in the cadre selection system reform as well as points out that with the breadth development, there appears to be some new situations and problems in the reform process and cadre work practice, such as the false democratic assessment, the inaccurate systematic of cadres recommendation, the difficult behavior supervision in employing of the county (city) committee secretary and the difficulty of cadre's role transition.The fifth part regards the "2010-2020 reform of the cadre and personnel system planning outline" as a guide, aimed at the problems in cadre selection system reform at present and combines the cadres working practice to pertinently put forward the countermeasures to solve these problems.
