The Study Of Government Administrative Accountability System Based On Performance Evaluation

Government performance evaluation and administrative accountability system is thepremise of building a responsible government, and the administrative accountability toensure the effective implementation of the premise is the need to improve governmentperformance evaluation system. At present, the promotion of government performanceevaluation in the development of the administrative accountability system does notreflect. It is performance evaluation as the starting point on the way to improve theadministrative accountability system for in-depth analysis, trying to further improvegovernment performance evaluation to ensure that the real implementation of theaccountability system, and then to explore government administrative development ofnew ideas.In this paper, through the analyzes of government performance evaluation andadministrative accountability system in common based on the theory and coupling infunctional，the development predicament of administrative accountability system isanalyzed, and the new idea of administrative accountability system pushed on byperformance evaluation is raised. The development predicament of administrativeaccountability system in our country is mainly represented in simplification of the mainbody of administrative accountability under the influence of the traditional culture andvalues，the administrative powers and responsibilities of ill-defined accountability vagueand nonstandard procedure, and administrative accountability system failing towardsinstitutionalization and normalization according to supply shortages of the supportingsystem especially performance evaluation.In view of this, the basic idea to promote the construction of administrativeaccountability based on government performance evaluation is proposed. Thegovernment administrative accountability ecological environment will be reshaped, andthe culture of accountability will be created by the performance assessment values; theviable accountability for performance evaluation indicators will be built, accountabilitycontent will be cleared according to government administrative responsibility; the administrative accountability by the diversification of the main evaluation will becommenced to promote administrative accountability of democratization; the efficiencyof administrative accountability will be improved by normative government performanceevaluation program; the results of the performance evaluation of reference for theadministrative accountability will be made full use to change administrativeaccountability from passive to initiative accountability; the standardization ofadministrative accountability and institutional innovation will be promoted by improvingthe performance evaluation system of legislation and supporting construction.
