To ensure the achievement of the Twelfth Five-Year Plan of scientific development and leapfrog development of Wuhan, we will exert ourselves to solve the problems of "mediocrity, laziness and disunity" in cadres, we will effectively deal with the problems of mediocrity in mind, insufficient execution ability, losing contact with the general public, we will enhance the work performance, we will tend to begin the work of accountability to lay solid foundation for economic development and harmonious politics. And those are the basic fundamental driving motive and standpoint of this paper.Firstly, this paper begins with the definition and research significance of administrative performance and administrative accountability system, analyses the function of administrative accountability as follows:changing the traditional ruling perception, building the new administrative culture; embodying the public needs, enhancing the function of supervision; improve the behaviors of cadres, perfect the personnel evaluation regulations, all of which contribute to promoting administrative performance. Secondly, by analyzing the present situation and causes of administrative performance in Wuhan, to carry out administrative performance system in Wuhan, we will promote administrative restructuring, transform administrative perception; promote personnel reform, improve the behaviors of cadres and policies; promote administrative transparency and public participation system, perfect administrative supervision system to elaborate the necessity of administrative accountability. Thirdly, this paper will introduce the main experiences of improving administrative performance by administrative accountability in developed countries, including the explicitness of the law and regulations of administrative accountability, the improvement of the accountability institutions, the expansion of ways and range of accountability, the improvement of supervision mechanism. Lastly, through the advanced experiences of urban management office in Wuhan, this paper will analyze the situation of improving work performance by dealing with mediocrity and the achievement of carrying out administrative accountability system. Then by learning the accountability experiences from western officers and combining it with special situation of our country, this paper will put forward ways of building sustainable accountability mechanism.
