Through the party’s seventeen second session meeting "on deepening the reformof administrative management system of opinions" put forward:"the implementationof government performance management and administrative accountability system,the establishment of evaluation index system and evaluation mechanism ofgovernment performance scientifically and reasonably".This shows that thegovernment performance evaluation and administrative accountability unifies,conducive to the realization of the collaborative development and synchronizationeffect, is conducive to the deepening of our reform of the administrative system.Government performance evaluation as a new form of sound administrativeaccountability system, the government performance evaluation of governmentperformance management as the core to promote the perfection of the administrativeaccountability system is the current and future deepening of our reform of theadministrative system is an important way and direction. Based on the analysis of thegovernment performance evaluation and administrative accountability systeminteractions and cooperativity, analysis of our local government performanceevaluation of the implementation of administrative accountability practice progressand problems based on the advanced experience from practice, and Americangovernment performance evaluation, and finally puts forward the Countermeasures ofour administrative accountability system to improve the performance evaluation andperformance management from the perspective of government performance.The full text is divided into five chapters: the first chapter mainly expounds thetopic origin and significance of the research topic, research review, research ideas andthe main content and research methods and possible innovative points. The secondchapter mainly from the new public management theory, the social contract theory,principal agency theory perspective and new public service theory analyzes thetheoretical basis of this paper, the concept of administrative accountability ingovernment performance evaluation based on the analysis, the governmentperformance evaluation and administrative accountability relationship betweenaccountability and coordination. The third chapter through typical cases, summed upour local government from the perspective of government performance evaluation ofthe implementation of administrative accountability research, analysis of thegovernment performance evaluation from the perspective of administrative accountability problems. The fourth chapter analyzes the main characteristics of thegovernment performance evaluation model and performance evaluation for ourcountry administration asked the responsibility system of perfect enlightenment. Inthe fifth chapter, from the perspective of government performance from thegovernment performance evaluation concept to develop good accountability culture,the establishment of performance evaluation index to standardize accountabilityspecific content, establish a diversified subjects of government performanceevaluation in order to clear accountability subject, regulate the governmentperformance evaluation program to optimize the accountability procedures, improvethe government performance evaluation system to realize ask the responsibilitysystem, the government performance management system and the administrativeaccountability system integration path to improve the administrative accountabilitysystem.
