Research On The County Level Local Government Administrative Costs On Gray-correlative Degree Analysis

Administrative cost is an important topic of the study of administration,administrative cost is not only related to the government’s administrative managementlevel, but also related to the process of system reforming in our country, President hujintao expressed the demand of deepening the reform of administrative system in report ofthe18-people’s-congress including strictly control the recruitment, reduce the number ofleadership positions, reduce administrative costs etc.local government is the basic localgovernment in our country, local government administrative cost is directly related to thelocal government’s administrative efficiency and credibility of the government. Therefore,this article selects the local government as an object to explore the influence, causes andcountermeasures of local government administrative cost in China.Firstly, this paper discusses the related concepts of administrative costs, make theresearch object clearly, and then define the concrete connotation and research category oflocal government administrative costs, in the same time discusses the theoretical basis oflocal government administrative cost, provide the theoretical support for the article.Secondly, using the grey-correlative-degree model to analysis the problem,includingtwo aspects of external driving factor and internal driving factor,and get the conclusionthat there are some key factor to affect the local government administrative costs.Thirdly, select the specific local government, the use of model is concluded that thekey driving factors from two aspects of internal and external to the current situation oflocal government administrative cost driving factor index of the refined analysis, find outproblems existing in the growth of local government administrative cost.Finally, according to the external and internal problems of the local governmentadministrative cost, based on the success experience of foreign local governmentadministrative cost reference, this article put forward specific measures from the externalenvironment creation and internal system construction.
