County Level Administrative Authority, The Cost Of Empirical Research

Administration costs are the contemporary world of public administration with a dilemma common reality. 20th century 80's, the Government has been increasingly question the cost of administration of all major countries around the world attention. Reduce the administrative costs of administrative reform has become a worldwide one of the main driving force is the same faced by our government and major issues to be settled urgently. Report of the National Congress Party first raised the issue of reducing administrative costs as a deepening of one of the objectives of reform of the administrative system. However, most of the research and recommendations are from the macro and conducted on a theoretical level, for county executive less research. But county level building of political power is the key link that the state power builds , problem about county level administrative cost is to reinforce and consolidate the all-important problem of county level building of political power.In this paper, the resulting county-level empirical analysis of the executive as the starting point in order to reduce administrative costs administrative organs at the county level as the goal of research, both theoretical value and practical significance.
