The new generation of migrant workers is newly emerging force in Chinese laborsource. They have made great contribution to the high-speed development of economy,but there are many problems in their work, one of them is the problem of employmentability. The overall level of the new generation of migrant workers’ employmentability is weak, so their competitive power is also weak in the job market. Because ofthe new generation of migrant workers’ specificity, to improve their employment abilityhas the nature of quasi-public goods, so government has an important role.The thesis takes Chongqing’s new generation of migrant workers as the studysample, visited200new generations of migrant workers by questionnaire survey. Thethesis understands current situation of employment ability of the new generation ofmigrant workers from career identity, the individual adaptability, human capital andsocial capital. At the same time, the thesis analyses the government behaviors in thepromotion of the new generation of migrant workers’ employment ability at present,through the new generation of migrant workers’ feeling and the real data. The defects ofgovernment behavior mainly focus on two facts, namely training problem and relatedpolicy issues. Aimed at these problems, the thesis tries to give some advices fromgovernment’s training behavior, policy behavior and social resources integrationbehavior.There are eight parts in this thesis:The first one is introduction, to introduce the background, the aim, the meaning andresearch methods of the thesis. The second one is literature review, to review theachievements in the field of employment competence theory at home and abroad.Referencing these research productions laid a solid foundation for the thesis’ comingresearch. The third one is for how to make the questionnaire, gave an outline of thequestionnaire’s form and the basic situation for the survey. The fourth part is theanalysis for current situation of employment ability of the new generation of migrantworkers from career identity, the individual adaptability, human capital and socialcapital. The fifth part is the correlation analysis between the new generation of migrantworkers’ employment ability and the behavior of government. The sixth part is analysisof government behaviors in the promotion of the new generation of migrant workers’employment ability at present, through the new generation of migrant workers’ feeling and the real data. The seventh part is how to perfect the government behavior, mainlyinclude government’s training behavior, policy behavior and social resources integrationbehavior. The last part is the conclusion of the study and the further reach in the future.
