The economic relations between China and Philippines has beendeveloped rapidly since two countries established the diplomatic relationin1975.China has been the third largest exporter of Philippines in2011.The volume of trade between China and Philippines has reached from72million to32.2billion since the beginning of the diplomatic relations,which accounted for30%of Philippines’ total amount of the trade.Bilateral trade is very important for the economic development ofPhilippines, especially with the rapid rise of the Chinese economy, theimportance of this significance becomes more obvious. However, therapid development of economic and trade relations between China andthe Philippines and its important meaning to Philippines has failed topromote the political and security relations between China and thePhilippines synchronous development, the political and security relationsbetween China and Philippines is still very fragile. in the fragile politicaland security relations, the South China Sea dispute is undoubtedly themost prominent influence factors. In order to maintain and consolidatethe vested interest in the South China Sea dispute, the Philippines hastaken all sorts of unilateral measure, policy tendency becomes growingassertiveness. At the same time, because of the influence of the United States of America "return to Asia" strategy, Philippines’s tough policytoward China also make political and security relations between Chinaand the Philippines faced with hitherto unknown difficulties.In view of this, This article use the comparative method, literatureresearch, case study method and comprehensive analysis and otherresearch methods, tries to explore the reason that why China-Philippinesbilateral political and security relations did not improve as the rapiddevelopment of economic. The heart of the fragile stems betweenChina-Philippines is the dispute in the South China Sea. This article alsodiscusses the domestic and foreign factors that influence the policy of thePhilippines in the South China Sea, and the development and myth ofChina’s policy to the Philippines etc.This article uses comparative analysis of economic relations andpolitical-security relations between China and the Philippines as theresearch object, shows that the bilateral economic relations andpolitical-security relations emerged from the uncoordinated. Based onthis, the article also discussed China’s policy to the Philippines has toadjust, claims from the strategic interaction of China-U.S, adjust thepolicy to Philippines under the China-ASEAN framework, and adjust thepolicy beyond pure economic interests, use multiple-pronged policy toPhilippines, strengthen the non-governmental exchanges, enhance mutualcognitive between China-Philippines.
