Evaluation On The Government Credibility In Dezhou City Of Shandong Province

The credibility of the government is an important concept to measure the governmentcredit status and credit degree; it refers to the trust and recognition of the public by thegovernment based on its own credit, reflecting the government influence and appeal. It hasa core position in the whole social credit system and relates to the country’s political,economic, cultural and social development. In recent years, dishonest behaviors of localgovernment have a serious impact on the building of a harmonious society in China, andeven lead to a series of social problems. To improve the credibility and reshape the imageof the government have become an important issue to be solved by all levels ofgovernment in China.In this paper, from the public’s point of view, put the people’s satisfaction asevaluation criteria, and then explored a new development path which through effectiveparticipation of the external service principal to specification, evaluation and incentivegovernment organizational change.Firstly, on the basis of other scholars, through the use of literature, with the differentdisciplines of literature this paper analyzed and researched on the building of thegovernment credibility. this paper put forward the concept of the government credibility,analyzed the influencing factors, classified these factors, and then summed up the fouraspects that affect the credibility of the government: the level of the government’s integrity,the degree of public services, the degree of administrative law enforcement, the degree ofdemocratization, and then divided the four indicators into10secondary indicators and35three indicators.Secondly, set the weight of the first and secondary indicators form using analytichierarchy process and expert interviews. Aimed at the specific content it designed aquestionnaire form the three indicators, thus it provided clear and practical basis for theanalysis of the problems and the reasons of De Zhou government credibility.Finally, based on the problem of De Zhou government credibility, it providedsuggestions which have universal significance. There were included establish the integrity of the government’s image; improve the accountability mechanisms; improve thesupervision mechanism; strengthen the legal system; improve the interaction mechanism.And they have a certain reference on the government credibility building for other cities.
