Research On Building A Guide Framework Of PPP Project To China’s Local Government

Public-Private Partnerships (hereinafter referred to as PPP) has been closelyconcerned since its launch. Government has always been the initiator, participant andmanager of public projects, as well as the changing propeller of the public projectsystem. In recent years, the changes of management system of China’s governmentalinvestment project, the reform of the administrative system and the status of relevantlaws and policies of the PPP model are also hampering PPP’s development in China asit is facing good opportunities. In such cases, the guide is very necessary to develop PPPprojects and it plays an important role in guiding the PPP practice, to promote thereform of the administrative system and improve the PPP legal policy. PPP guide shallbe normative documents that formulated by the administrative subject or authorizebased on the related law, to introduce the PPP project relevant legal policy and guidanceon the project implementation.In Britain, Australia, South Africa and other countries and Hong Kong specialadministrative region the PPP model are more mature. Reference to the UK, Australia, South Africa and other countries and theexperience of the Hong Kong special administrative region in China, the paper putsforward that, the PPP is the government’s unavoidable responsibility, implementation ofPPP is that the new functions of government to make the public project’s investment,construction, operation and management under the market economic system, thefunction is by setting up a professional and legal documents issued by the governmentmanagement institutions.
