Study On The Public System Of Official Property

Corruption is not new, nor unique to China, is a social and historical phenomenon, is aglobal persistent ailment. To curb the spread of corruption, we must establish an effectivesystem for misconduct can not have the power, and not corrupt. System construction in theanti-corruption struggle is the most effective and enduirng means. The public system ofproperty is an effective anti-corruption measure，the core of which is the public power owner’sproperty status, the introduction of supervision of the public power, to ensure the properexecrise of public power. The public system of property is a reminder of the modemdemocratic political systems biology, including publicity agencies, publicity objects,displayed contents, publicity types and methods，and accountability elements, both to protectthe reasonable pirvacy of oiffcials and the public’s irght to know. At present, the public systemof property in many countires and regions has been proved by practice its apparenteffectiveness in preventing and punishing corruption. The public system of property of theUnited States is the most detailed, impacts on other countires greatly. Taiwan area of ourcountry also established the public system of property, which has obtained a better effect, butin the mainland of China, the system is still in the state, not the publicity, just a system, not beirsen as a law, force is not enough, so the actual effect is not ideal, the system can notreally play the anti-comiption role of the public system of property.In the1980s, there were the legislation proposals on the property of the national staff todeclare in our country, but now we has not yet establish the public system of property,because of a variety of factors to obstruct, in which the traditional oiffcial standard thoughtsand officials’ pirvacy protection is the most major resistance. An introduction of the publicsystem of property needs many hands to promote, first, the central leadership on behalf of thepeople is required to make "political decisions", starting from the interests of people,to break through the enormous resistance, to pormote the property declaration system rfomtop to bottom, and ultimately establish a unified national official property declaration system.While making the system design, we should seek a balance between the public irght toknow and officials’ privacy to ensure the public^irght to supervise, and to protect thepirvacy of oiffcials. Then，we also should set up the appropirate relief measures to prevent thepirvacy of oiffcials has been illegal to use, reducing the resistance of the official classes. In the speciifc open mode, we can apply limited public pirnciple, first using the internaldatabase system in the unit, inteiror public, internal supervision, and then to the public. Fromanti-corruption situation, the system of public property has become a common internationalpractice, to curb the spread of corruption. Therefore, China should actively promote andperfect the system of public property to curb corruption rfom the source.
