In the past two years, there were more than300thousand newly established CCYL (Chinese Communist Youth League) organizations. The coverage of the CCYL organizations in above-scale non-public enterprises reached about80%. How to drive the CCYL organizations in these non-public enterprises to work effectively and to develop well is a major task. However, the organizational environment of the CCYL in non-public enterprises is different from the administrative institutions, all types of schools and state-owned enterprises, where the CCYL organizations develop very well. These newly established CCYL organizations in non-public enterprises have encountered a lot of problems in the course of development. For now, there are no mature work experiences and feasible ideas of development about the CCYL building in all non-public enterprises. Existing related regulations and theoretical studies about the CCYL organizations in non-public enterprises are still small.To carry out the work successfully, the exact role and the appropriate development strategy of the CCYL organizations must be determined in the non-public enterprises. In this paper, the roles of the CCYL organizations in non-public enterprises will be analyzed by comparing the CCYL organizations in non-public enterprises with informal organizations and using of the theory involved in informal organization. It will be demonstrated to enrich the connotation of the CCYL organizations in non-public enterprises that the CCYL organizations in non-public enterprises have the nature of non-profit organizations. Then the development strategy of the CCYL organizations in non-public enterprises will be discussed by the theory related to the operation and management of non-profit organizations.
