Inquiry Into Online Governance And Its Role Of Promoting The Chinese Communist Part’ys Governing Capability

The rise and development of the online governance has so far only gone throughjust a decade, but it has profound impact, and the role of which should not beoverlooked. So, it is necessary to study the relationship between online governanceand the governance capability of the Party. At the beginning of this article, wecarried out a much more detailed definition of online governance, followed by thecomparison and analysis between online governance and other related concepts, whoseset-up should also be made clear. Then, the second part of the article describesthe course of development of Online governance and the representative cases. From2003to the present, from the embryonic stage to the microblogging politics, thecontinuous development of "online governance" has became more and more well-knownand accepted by Internet users and the government. Still in the second part, thearticle explains three operational modes of online governance, including (1)government’s mobilization,(2) effective communication, and (3) media to be theleading. The third part is focused on the fact that online governance has enhancedthe Party’s ability of government. Actually, It gives birth to the innovativethinking of the Party’s governing style, leads to reasonable changes to promotethe party’s governing philosophy. All of these has played a very important role inthe distance-closing between the government and the people, and in anti-corruptionfights within the party. Of course, we should notice that "online governance" alsochallenges the Party’s ability to govern. In the last part, we analyzed the problemsof online governance. Internet as a high-tech, in which there are drawbacks,consequently, online governance will also have such problems as imbalance, blindnessand utilitarian. So, how to create a good environment of online governance? How tostrengthen the Party’s ability to govern in the era of "online governance"? In thisessay, we have explored there aspects, including the construction of institutions,the control of public opinion and the improvement the quality of cadres.The onlinegovernance still has a long way to go, whose healthy development needs not only thejoint efforts of the government and the people，but the in-depth exploration andresearch of experts and scholars as well.
