So what is fair? Justice contains two aspects form of fairness and substantive fairness, these two aspects and the unity of opposites, together constitute a rich connotation of the right of equality. A kind of ethnic equality principle is the principle of fairness, principle of national equality to substantial equality with formal equality, is also in line with the principles of justice. If the difference principle Rawls mentioned, refers to the social and economic fields, with equality of opportunity is not enough, for the least beneficiaries, due to natural and social, so that they still are in an unequal position in the same big beneficiaries of competition, in order to correct this inequality, the difference principle stressed the least favored by some kind of compensation, this and our country now the ethnic equality policy agree without prior without previous consultation.
