The recycling and reuse of waste and worn electrical appliance is a new and developing industry. It is extremely needed to study it in such aspects as project construction program, technological technique choice and economic evaluation. This article estimates the output of waste and worn electrical appliance in Tianjing city by means of the method of market forecast and analysis. On the basis of the market analysis, construction scale and regional resource, the paper also makes an optimization on choosing a site for building a factory according to the factory-site program principle of recycling-aimed of raw material so as to make the site-choice and operating management consistent in economy.Project analysis in production technology, in accordance with the principle of technological advancement and suitability, draws a diagram of recycling technological process and promotes the correspondent disassemble technology, production assembly line and improvement technology and at last studies the differentiating and pretreatment technology in electrical equipment.In the chapter of economic evaluation of project, the paper firstly estimates the component part of project cost, cost ratio and its time schedule in respect of project enforcement, and secondly studies the fund raising channel and financial cost of a project. In the end, with the method of dynamic analysis combined with static analysis, this article researches the profit-making ability, the paying ability of debt and the balance ability of foreign exchange of a project in order to evaluate the financial feasibility of a construction project.
