More than30years of Reform and Opening-up, as the rapid development of theeconomy and the political reform, voluntary service of China has entered a new stageof rapid development, and various voluntary organizations have mushroomed inlarge numbers which generated a very important and influential Voluntaryorganization——corporate voluntary organization. The birth and growth of thecorporate volunteering, is born with the cries of the times and the needs of society.As a new kind of social service force, Corporate Volunteering is becoming animportant part of voluntary service system in China, which not only provides humanresources, but also provides financial resources, technical resources and equipmentresources. Corporate Volunteering plays an irreplaceable role to solve socialproblems, alleviate social contradictions, promote social harmony and developmentand the construction of the whole corporate social responsibility. Therefore, thecultivation and promotion of corporate volunteering will have to become theconcerned problem of the government. However, due to the late start of corporatevolunteering in China, the development of corporate volunteering is still not matureand the role of it to meet the current needs is still limited, which is far laggingcompared with Western developed countries. At this stage, government hasstrengthened pay attention to the voluntary service, but how to mobilize theenthusiasm of enterprises to participate in volunteer service and how to solve issuesin the deep development of voluntary service so as to promote corporatevolunteering more effectively, is still in the exploration. Based on the above, this article firstly comprehensive discusses the status of thedevelopment in corporate volunteering, secondly analysis the problems of corporatevolunteering at current stage. The problems are: enterprises don’t attach importanceon volunteer service and participation rate is low; the areas of concerning are toonarrow, volunteer service projects are repeat; the organization and professionalstandards of corporate volunteering is too low, enterprises don’t pay attention on thedissemination of volunteering actives. Then from the government factors, analyzethe reasons for these problems. The reasons are: related laws of corporate volunteerservice are not perfect; government management system is imperfect; tax incentiveis not enough; government nurturing the culture of corporate volunteering does notdo well. At last, base on learning from experience of American and Britishgovernments to support corporate volunteering, proposes the promoting mechanismof government, which are cultural mechanisms, legal mechanisms, managementmechanism, and incentive mechanism. The cultivation of cultural mechanisms is thebasic premise to promote the normalized development of the corporate volunteering.The integrity of the legal mechanisms is the fundamental guarantee to promotelegalized development of the corporate volunteering. The improvement of themanagement mechanism is the important guarantee to promote the standardized ofthe corporate volunteering. The optimization of tax incentives is the importantmeans to promote persistence development of the corporate volunteering.Constructing government’s promoting mechanism during the development ofcorporate volunteering has a very important role to achieve positive interactionbetween government and enterprises, and promote the development of Chinesecorporate volunteering healthily and orderly.
