A Research On The Development Status And Countermeasures Of CPPCC Deliberative Democracy

In the1980s, a new theory of democracy-deliberative democracy theory was proposed in western society in order to make up for the defects of electoral democracy, since then, western theorists make the research of deliberative democracy spring up, when western deliberative democracy research only stay in the theoretical research level, the deliberative democracy already has been put into practice more than60years in China, and form the socialist deliberative democracy with Chinese characteristics.The rise of western deliberative democracy causes the Chinese scholars to rethink of deliberative democracy in China, and scholars spring up the research of deliberative democracy in academia. Scholars begin to study Chinese deliberative democracy practice from different angles, Including deliberative democracy of the people’s political consultative conference、deliberative democracy of National People’s Congress、deliberative democracy of autonomous areas at the grassroots level、deliberative democracy of social management field, and rising by a variety of forms of practice to theory."The opinions of the central committee of the communist party of China in regard to strengthening the work of the people’s political consultative conference" clearly points out that deliberative democracy is one of the two kinds of important form of socialist democracy in our country for the first time in2006, and scholars spring up the research of deliberative democracy in academia. In November2012, the report of comrade Hu Jintao on behalf of the17th central committee stresses that "A sound system of socialist deliberative democracy", this is the latest achievements that the communist party of China achieves in the democratic political theory and in institutional innovation, a sound system of socialist deliberative democracy has become an important task of deepening the reform of political system in China.Socialist deliberative democracy is an important form of people’s democracy in our country, it is constantly improving along with the growing of the people’s political consultative conference. Deliberative democracy has natural connection with the people’s political consultative conference in China, it is mainly people’s political consultative conference of political consultation democratic supervision and participate, the nature of the people’s political consultative conference fit with the connotation of deliberative democracy, the characteristics of people’s political consultative conference meet the requirement of the deliberative democracy, Accordingly this paper puts forward the concept of deliberative democracy with CPPCC and certificate, deliberative democracy with CPPCC is the important form to promote socialist democracy in China’s political, and is one of the important channel of socialist deliberative democracy and the basic practice form, it laid the groundwork for deliberative democracy in China.The first chapter of article uses the method of historical research to argue for the theory of deliberative democracy with CPPCC based on the theory as the logical starting point, article digs into the theoretical foundation of deliberative democracy with CPPCC forms and develops in China, it sums up the uniqueness of deliberative democracy with CPPCC, and points out that it plays an important role in each historical stage of development after the founding of new China’s history and significance in the development of society in contemporary China.The second chapter analysis of the current situation of deliberative democracy with CPPCC, first it summarizes the implementation form of deliberative democracy in the people’s political consultative conference, mainly including the deliberative democracy in the political consultation the deliberative democracy in democratic supervision and deliberative democracy in the political participation, the chapter clears the performance of deliberative democracy with CPPCC in terms of theory construction and institutional construction. Secondly, the chapter obtains the first-hand information of the condition of the national committee of deliberative democracy with CPPCC by questionnaires and interviews that takes CPPCC member and part of the masses as the investigation object in the X, Y, Z three typical city in He Bei province and Shan Dong province, through the analysis of the data, it discovers the difficulties in the construction of political:(1) their participation is not positive, the quality of CPPCC varies widely;(2) they are less communication with people, the participation of the people is not positive;(3)they are no specific, consultative opinion feedback is not timely;(4) freshman class outside the system, part of the benefit of the group can’t express. At last, through analysis of the problem, it finds the deep reason for difficulties in the construction of deliberative democracy with CPPCC.Through summing up experience and draw lessons from the foundation for the development of the deliberative democracy in the west, the last chapter puts forward some specific measures to improve the people’s committee of the consultative democracy for the development predicament and the reason of deliberative democracy with CPPCC:(1) perfect the theoretical system of deliberative democracy with CPPCC;(2) improve the cultivation mechanism of deliberative democracy with CPPCC;(3) improve the rationalization of the people’s political consultative conference conditions;(4) strength the construction of legislative and procedural of deliberative democracy with CPPCC;(5)create the atmosphere of deliberative democracy with CPPCC.
