Information is one of the most important resource which can promote the development of the society. The information opening up, sharing and use can push forward the congress of the society. The government have in charge of the most society information for a long time, and it’s the government’s power to measure which information can be disclosure and how much it can be, that makes the public in a passive position.Opening the government information can redistribute the information resource between the government and the public, it reflects the concept of "service" for the public of the "service-oriented government". Staying away from the public demand means departing from the intention of service. In order to make some comments and suggestions for the disclosure of government information, on the bases of the theory,the paper study the government information opening from the perspective of public demand.Up to now, the theory and application of government information opening also continued to explored, and needed to further improve. Therefore, the paper firstly summaried the origin, legal system, range, methods and status, and described the necessity of the study.The paper research the government information opening status and the public satisfaction from the macroscopic, especially the public demands and satisfaction. A survey by questionnaires and inquiring was taken in Nanjing and Beijing. In this investigation,900people were inquired in random and the survey data was made statistical analysis.In order to segment the public information demand, understand demand of information content and method, a second survey was taken in both Nanjing and Beijing, which combined the KANO model. In this investigation,300people were inquired in random and the survey data was made statistical analysis.On the bases of the theory, technical analysis and researching data, the paper has analysis the government information demands and satisfaction, the public demands of information content and information opening methods. Take the government information opening status and defects into consider, it points a series of suggestions that can push the information opening forward.
