China’s aging population is becoming more serious, family care of the elderly is growing weakening, beds of institutions in which the elderly is specialized cared are becoming serious shortage. The silver-haired wave attacking on society as a whole has become a social reality. How to solve the pension problem of the elderly in China has been the attention of the community.With the rapid development of China’s urban communities, community service function has improved steadily, the elderly can be taken cared of the community becomes possible in theory and practice.As an entry point to the background of China’s aging population, this article details the existing problems and influencing factors of the elderly cared by urban communities through carrying out the investigation on city communities in Hohhot and the use of Community endowment theory,According to the needs of the elderly and analyzing the relationship of the community services, the elderly cared by urban communities is the most suited to China’s basic national conditions. To explore for the Hohhot Community pension problem, we should learn from the experience of the United Kingdom, the United States and Japan, other developed countries and developed areas in China. This paper presents the countermeasures and suggestions of a government-led community service system in China’s urban. In other words, Government should be based on the actual needs of the elderly to build a wide range of community service system. Meanwhile, the government should provide the elderly with comprehensive community services and truly let the elderly to achieve a sense of security.
