Since the 18 th National Congress of the CPC,performance appraisal is the key direction of the government administration system reform in our country,especially after the institutional reform,streamlining the personnel management of the problems of the administrative department of contradictions increasingly prominent 。 How to effectively guide the behavior of civil servants,improve the enthusiasm of civil servants,and improve the efficiency and image of government agencies has become a problem that public management scholars and governments at all levels have been exploring and solving.As one of the largest vertical management departments in China,the tax system has a total of 24,000 institutions at five levels and approximately 700,000 civil servants.It has a large team,multiple levels,long fronts,and wide distribution.It takes a huge challenge for the taxation department on terms of leading the team,managing cadres,and promoting development.Under such circumstances,The State Administration of Taxation adopts the concept and technology of big data management,takes appraisal at ordinary times as the core content,pays attention to daily accumulation,emphasizes assessment and verification,and explores a new mode of performance management for civil servants in government departments,and designs a digital personnel system through projects such as daily performance and recognized evaluation.It becomes a powerful tool for motivating tax cadres to be good,take responsibility,and start their own businesses.In this paper,the J province revenue online digital personnel situation analysis,summed up the J province tax bureau in the civil servant’s performance management system to implement the experience,effect,At the same time,through the investigation and data analysis of the performance appraisal questionnaire of the taxation bureau of J province,it summarizes the current analysis of the five problems of the performance appraisal of the taxation civil servants of J province,respectively is: general assessment index,the subjective index weight is too high;Part of the usual assessment indicators are difficult to play a role;The application rigidity of the assessment results is insufficient;The incentive effect is not obvious;Lack of performance interviews.And carry on the reason analysis,put forward the corresponding solution countermeasure.It is hoped that through this paper,the Civil Servant Performance Appraisal System of the Tax Bureau of J Province,which takes the appraisal at ordinary times as the orientation,can be promoted to be more scientific and reasonable,accurate and realistic,and give play to the positive incentive and negative constraint functions of performance appraisal.
