The Study On The Issues And Countermeasures In The Power Supervision Of The Top Leaders

Top leaders control the actual power of the unit or department,who are in the core positions of leadership and have a direct influence on the future and interests of subordinates.Therefore,it is too difficult to supervise top leaders without corresponding powers to be constrained.In recent years,some regional authorities or departments of top leaders abuse the power with corrupt generation.In the number of the corrupt elements who have been punished by the party and government,top leaders occupy a considerable proportion.The sixth Plenary Session of the 18 th CPC Central Committee made it clear that there is no restricted area within the party's supervision,and there is no exception.The main object of supervision is the leading organ of the party and the leading cadres,especially the leading cadres.There have important theoretical and practical significance to strengthen the study on the charge of power supervision and to improve the party's leadership level and ruling ability and to construct the harmonious society.This paper is based on Marxist power supervision thought and the concept of foreign power supervision to realize the effective supervision of the power of top leaders.By using the methods of questionnaire survey and on-the-spot investigation,this paper makes an empirical study on the power supervision of top leaders in AY City of Henan province.According to the survey,the issues of supervision of the power of the top leaders in AY City are as follows: there are lack of awareness of supervision and poor efficient supervision and low-level transparency of power operation.There are various reasons of the difficulty of the power supervision to the top leader.The main factors are that top leaders are weak in supervision consciousness and power supervision system is not smooth and power supervision system reform is far from satisfactory.In order to solve the issues in the supervision of power,we must take Marxist theory as the starting point.According to the practical issues existing in the power supervision of the top leaders in AY City,combining with the reasons of the issues,this paper focus on two aspects of supervision channels and systems to explore the difficulties of power supervision gradually.In general,in the process of implementation of top leader power supervision and reasonable operation,enhancing the awareness of supervision is the forerunner and power supervision is the key channel and putting power into the cage system is the purpose.The practice has proved that only in this way that a reasonable supervision of power and letting the top leaders' power operating regulation,can we put the power into the cage system and eliminate the corrupt elements effectively.As creating a good political ecological environment,we can achieve the purpose of effective operation of the power of top leaders gradually.
