With the establishment and improvement of social and economic system in China in theformation and development of each of the phases and stages, China’s institutions personnelincentive and compensation system has played a very active role, also has a relativelyreasonable. With the depth of reform,the manner and pattern of income distribution in Chinahas undergone tremendous changes. Proved that the talent incentive mechanisms andinstitutions to improve the efficiency motivate talented people to better service for the statehas a substantial positive impact. Traditional institutions personnel incentive andcompensation system by the impact have new challenges, independent trend of the markettrend of the income distribution, the allocation of rights, form of distribution, the trend ofdiversity, has become a realistic objective, which our country talent the reform of theincentive mechanism proposed new requirements. To face the new reality of economic andsocial challenges, we must be detailed and thorough study of emerging situations andproblems, to analyze the internal links, propose new solutions to make new contributions toour country’s institutions and China’s economic development.Xinjiang Academy of Social Sciences is an autonomous regional party committee undera philosophy of social science research institutions and institutions under the leadership of theAutonomous Region Party Committee Propaganda Department. Apply, as the XinjiangAutonomous Region Party committees and people’s government "think tank" and a "thinktank" reliable. Xinjiang Academy of Social Sciences staff incentive system reform and has avery important role in the whole Xinjiang social and economic development, personnelsystem throughout the Xinjiang Autonomous Region with guidance and exemplary role in thereform of the incentive system. As part of the overall situation in Xinjiang, the XinjiangAcademy of Social Sciences, but also to provide theoretical support for the development ofXinjiang, another employer incentive problems of both universality and particularity.
